Tartaria appears in Infrared discourse on two levels: the real historical geography and the meme.

The meme

In the Infrawoke bit, Haz parodies wokespeak by claiming "people of Tartaria" as an oppressed identity: "Woke 1.0 was revealed to be deeply rooted in problematic structures of anti-Tartarian Atlantis supremacy and other forms of discrimination against people of Tartaria... that's a deeply Islamophobic framing rooted in anti-Tartarian discrimination" (COMMUNISM WINNING | INFRAWOKE stream). The joke works because it exposes the form of liberal moral discourse — infinite regress of problematic structures, invented victim groups, "deeply problematic" as content-free verdict — by filling it with absurd referents.

The underlying point

Haz's serious critique of conspiracy culture (Tartaria-as-hidden-empire being a staple of the online right) is the same method he applies everywhere: don't mock the energy, redirect it. The Tartaria audience is people who already distrust official history; the communist task is to give them real suppressed history — enclosure, primitive accumulation, colonial plunder — instead of mudflood fantasy.
