Third International Theory is not Fascism
"Third International Theory is not Fascism" addresses the recurring smear that Muammar Gaddafi's Third Universal/International Theory — the Green Book's synthesis of nationalism, direct democracy, and social economy — is merely fascism rebranded.
The theory itself
- The Green Book (1975-79): "Neither Capitalist nor Communist" — solution of the economic problem through partners-not-wage-workers ("socialism is natural"), popular committees replacing parliament ("the tool of governing"), and armed people replacing army.
- Jamahiriya: "state of the masses" — theoretically direct self-government through basic popular congresses.
Against the fascist equation
The equation rests on surface features: charismatic leader, anti-communism plus anti-capitalism, nationalism. But the content differs fundamentally:
- Fascism exalted the state above society; the Green Book demands the abolition of the state as instrument ("all states are tools of domination").
- Fascism crushed workers' councils; the Jamahiriya built them (however imperfectly realized).
- Fascism mobilized race-nation for war; Gaddafi's nationalism was pan-African and anti-colonial — funding liberation movements across the continent.
Infrared relevance
Infrared treats Libya as the case where anti-imperialist nationalism was destroyed by empire precisely at the moment it tried to deepen mass democracy — 2011's NATO war converting Africa's highest living standards into a slave-market failed state. The lesson: the fascist smear is itself a weapon of the very order it protects (see Red-Fascism, Nazi-Maoism).
